As the National Assembly prepares to pass the ₦49.70 trillion 2025 budget proposal, Deputy Spokesman of the House of Representatives, Philip Agbese, has highlighted the need for improved funding for key government agencies critical to national security, identity management, and youth development.
Speaking in Abuja, Agbese emphasized that the National Identity Management Commission (NIMC), National Youth Service Corps (NYSC), and the Nigerian Defence Academy (NDA) require higher allocations to enhance their operations and ensure they effectively contribute to Nigeria’s socio-economic progress.
Why NIMC Needs Increased Funding
Agbese underscored the importance of NIMC in building a robust national identity database, essential for security, financial services, and governance. He pointed out that without proper funding:
- Terrorism and security challenges may persist due to inadequate data tracking.
- The agency will struggle to train its workforce and upgrade its technological infrastructure.
- A national data bank cannot function effectively without proper investments.
“Many Nigerians may not fully realize how crucial NIMC is, but without it, national security efforts and financial inclusion will be significantly hindered,” Agbese stated.
The Need for NYSC Reforms and Better Funding
Highlighting the role of the NYSC in workforce development, Agbese argued that the scheme requires increased funding to:
- Improve corps members’ welfare and allowances.
- Ensure better accommodation and logistics for participants.
- Strengthen its role in public and private sector contributions.
“NYSC plays a vital role in national unity and economic growth. We need to ensure corps members are well supported during their service year,” he added.
Strengthening Nigeria’s Security Through NDA Funding
Given the rising security threats, Agbese emphasized the need for higher allocations to the Nigerian Defence Academy (NDA) to:
- Improve military training and capacity-building.
- Equip security personnel with modern strategies to counter terrorism.
- Ensure the academy remains at the forefront of national defense development.
“Terrorists are evolving, and so must our military institutions. Better funding will enhance the NDA’s ability to prepare our forces for emerging threats,” he noted.
Beyond Defence: The Need for Increased Budget for Foreign Missions
Agbese also acknowledged the efforts of Nigeria’s foreign missions, stating that they play a key role in:
- Diplomatic relations and economic partnerships.
- Protecting Nigerians abroad.
- Representing the country’s interests on the global stage.
The House has, therefore, agreed to an upward review of their budget estimates.
Addressing Budgetary Constraints
Agbese pointed out that while the budget envelope system restricts capital expenditure for many agencies, the government must find ways to bridge the funding gap. He cited the Defence Ministry’s budget, where only ₦50 billion was allocated, as an example of underfunding in critical sectors.
“The current allocations are insufficient for the growing demands of these agencies. If we want a better Nigeria, we must invest in its foundations,” he stressed.

With the 2025 budget proposal under review, the House of Representatives is committed to ensuring that key agencies receive the necessary financial support. Improved funding for NIMC, NYSC, NDA, and foreign missions will contribute to national security, economic stability, and global diplomacy.
