Russia has announced its intention to assist the Taliban-led government in Afghanistan in combating the Islamic State Khorasan Province (ISIS-K), a group responsible for several recent terrorist attacks, including the devastating assault on Moscow’s Crocus City Hall in March 2024. This move signifies a significant shift in Moscow’s foreign policy and its approach to regional security dynamics.
Zamir Kabulov, Russia’s special envoy to Afghanistan and former ambassador, emphasized the shared objective between Moscow and Kabul in eradicating ISIS-K. He acknowledged the Taliban’s efforts against the extremist group and pledged Russia’s support through specialized channels. This collaboration marks a notable change in Russia’s stance, especially considering that the Taliban was only recently removed from Russia’s list of terrorist organizations, a designation it held since 2003.
The decision to delist the Taliban reflects Moscow’s strategic interest in stabilizing Afghanistan and countering the spread of ISIS-K. The Crocus City Hall attack, which resulted in 145 fatalities and over 500 injuries, underscored the threat posed by ISIS-K. The group, active in Afghanistan and Central Asia, has been responsible for numerous attacks targeting both civilians and security forces.
In addition to security cooperation, Russia is seeking to strengthen economic ties with Afghanistan. Plans are underway for a Russia-Afghan business forum in Kazan, where discussions will focus on joint projects in mineral development and gas pipeline construction. These initiatives aim to leverage Afghanistan’s strategic position for future energy and infrastructure projects.
Russia’s engagement with the Taliban also includes diplomatic overtures. Moscow has offered to accredit an Afghan ambassador, signaling a move towards formal recognition of the Taliban-led government. This development has drawn criticism from the United States, which maintains that the Taliban has not met international expectations regarding governance and human rights.Amu TV
Despite international hesitancy, Russia’s approach indicates a pragmatic shift, prioritizing regional stability and counterterrorism efforts over ideological alignments. By collaborating with the Taliban, Moscow aims to curb the influence of ISIS-K and secure its interests in Central Asia.
