Nigeria to Go Fully Digital in Civil Service by December 2025: FG Launches Civil Service Week Activities

The Federal Government of Nigeria, through the Office of the Head of the Civil Service of the Federation (OHCSF), has officially declared a strategic roadmap to eliminate paper-based processes and adopt a fully digital system across the civil service by December 31, 2025.

Government Pushes for a Paperless Civil Service

At a press briefing held in Abuja, Dr. Didi Esther Walson-Jack, Head of the Civil Service of the Federation, emphasized that this transformation is in line with the Federal Civil Service Strategy and Implementation Plan (FCSSIP 2021–2025). This digital migration, already underway in several ministries, aims to boost operational efficiency, transparency, and accountability.

“The OHCSF has already transitioned to a paperless system. We’re now fast-tracking digital adoption across all MDAs,” she stated.

As of now, 11 ministries, including the Federal Ministry of Health, have deployed Enterprise Content Management Systems (ECMS). More ministries are in various stages of implementation, with support from strategic partners helping to fund this digital leap.

Timeline for Full Digitization

The government has set an ambitious deadline — December 31, 2025 — for a complete shift to a paperless civil service.

2025 Civil Service Week & African Public Service Day Events

In addition to the digital agenda, the Nigerian government also unveiled a full schedule of events to commemorate:

• Nigerian Civil Service Week
  These events will take place from Friday, June 20 to Saturday, June 28, 2025.

First-Ever International Civil Service Conference (ICSC)

A key highlight of the week will be the inaugural International Civil Service Conference (ICSC), scheduled for June 25–26, 2025 in Abuja. This conference will bring together local and international stakeholders to discuss reforms, innovation, and leadership in public service.
