New Football Rule: Goalkeepers Face Corner Kick Penalty for Time-Wasting

Football’s governing body, the International Football Association Board (IFAB), has introduced a major rule change to tackle goalkeeper time-wasting. Starting next season, goalkeepers who hold the ball for more than eight seconds will concede a corner kick to the opposing team.

Current vs. New Rule

Under existing regulations, goalkeepers are expected to release the ball within six seconds. If they exceed this limit, they should technically be penalized with an indirect free kick. However, enforcement of this rule has been inconsistent, with referees often overlooking the violation.

To address this, a trial was conducted in several competitions, allowing goalkeepers to hold the ball for up to eight seconds. During the final five seconds, referees signaled a countdown using hand gestures.

Following a review, IFAB has now formalized the change: if a goalkeeper exceeds the eight-second limit, the opposing team will be awarded a corner kick instead of an indirect free kick.

In a press release following their annual meeting in Belfast, IFAB confirmed the amendment:

“The modification ensures that if a goalkeeper holds the ball for longer than eight seconds (with referees visually signaling the last five seconds), the opposing team will be awarded a corner kick instead of the current indirect free kick.”

Additional FIFA Developments

In addition to this rule change, IFAB has also endorsed FIFA’s proposal for referees to wear body cameras during next year’s World Cup. This initiative aims to enhance live match coverage and transparency in officiating decisions.

This update is expected to significantly alter match strategies, discouraging time-wasting and increasing game tempo. Teams will now need to ensure that their goalkeepers distribute the ball promptly to avoid conceding unnecessary corners.
