The Federal Government has officially begun the long-awaited payment of November 2024 salaries for civil servants, following weeks of uncertainty.
Cause of the Delay
The delay was linked to the ongoing migration from the Integrated Personnel and Payroll Information System (IPPIS) to the Government Integrated Financial Management Information System (GIFMIS). This transition temporarily hindered access to funds for various Ministries, Departments, and Agencies (MDAs), impacting their ability to execute programs and pay workers.
Workers’ Distress and Union Concerns
The delay caused severe financial stress for civil servants already grappling with rising inflation and economic challenges. The Senior Staff Association of Nigerian Polytechnics (SSANIP) expressed frustration over the hardship imposed on workers.
SSANIP’s national president, Philip Ogunsipe, emphasized the importance of prompt salary payments:
“Timely salary payments are critical for the survival of workers and their families, especially in the face of harsh economic realities.”
The union highlighted how the payroll system transition in tertiary institutions amplified the challenges.
Relief as Salaries Are Paid
Several government employees have confirmed receiving their salaries. A senior director in the Federal Ministry of Defence said:
“The salaries finally arrived this morning. It’s a relief after days of uncertainty, as some of us considered staying home due to the financial strain.”
Similarly, a government school teacher shared her experience:
“My salary came in on Monday morning. I had to avoid borrowing money to manage through this period. The government must prioritize workers during transitions like this.”
The Need for Improvement
This incident underscores the importance of seamless system upgrades to avoid disruptions that negatively affect workers’ welfare. Ensuring timely salary payments is essential to maintaining morale and productivity within the civil service.
