Federal Government Temporarily Halts Helicopter Landing Charges for Oil Operators

The Federal Government of Nigeria has directed a temporary halt to the enforcement and collection of helicopter landing charges previously imposed on oil and gas operators. The decision came after concerns were raised by stakeholders within the petroleum industry about the potential operational impact of the levy.

The directive was announced on Monday by the Minister of Aviation and Aerospace Development, Festus Keyamo, during a high-level meeting held with the Minister of State for Petroleum Resources (Oil), Heineken Lokpobiri, alongside representatives of key oil industry associations. The meeting took place at the aviation ministry headquarters in Abuja.

According to a statement released by Tunde Moshood, Special Adviser on Media and Communications to the aviation minister, the gathering brought together senior officials from both the aviation and petroleum sectors. The purpose of the meeting was to deliberate on the implementation of helicopter landing charges introduced by the Nigerian Airspace Management Agency (NAMA). These charges affect helicopter operations conducted by international oil companies operating across Nigeria’s petroleum fields.

Industry Stakeholders Voice Operational Concerns

The petroleum industry delegation included the Chief Executive Officer of the Nigerian Upstream Petroleum Regulatory Commission (NUPRC), Mrs. Oritsemeyiwa Eyesan, along with representatives from the Oil Producers Trade Section (OPTS) and the Independent Petroleum Producers Group (IPPG).

Also present at the meeting were senior officials from the aviation sector. Among them were the outgoing Permanent Secretary of the aviation ministry, Dr. Yakubu Adam Kofarmata; the Managing Director of the Nigerian Airspace Management Agency, Engr. Umar Farouk; as well as representatives of the Nigeria Civil Aviation Authority (NCAA) and other regulatory stakeholders within the aviation industry.

During the discussions, representatives from the oil sector highlighted their concerns about the potential consequences of maintaining the helicopter landing charges. They explained that the continued enforcement of the statutory fees could interfere with critical logistics operations required to support offshore and onshore oil production activities.

Helicopter services remain an essential part of oil and gas operations in Nigeria, particularly for transporting personnel, equipment, and supplies to remote production sites.

Scope of the Helicopter Landing Charges

The helicopter landing charges introduced by NAMA apply to multiple operational facilities used by oil companies. These include oil fields, terminals, offshore platforms, drilling rigs, and Floating Production Storage and Offloading units (FPSOs). The fee structure also covers aviation facilities such as heliports, helipads, airstrips, and aerodromes used during petroleum exploration and production activities.

Because helicopters provide the primary means of transportation to offshore installations, industry representatives warned that additional operational costs could ultimately affect productivity, logistics planning, and project timelines.

Government Announces Temporary Suspension

Following extensive deliberations between both ministries and industry stakeholders, the aviation minister ordered a temporary suspension of the enforcement and collection of the helicopter landing charges. The suspension will remain in effect for an initial period of two months.

This temporary pause is intended to provide sufficient time for further consultations and technical evaluations of the policy. Government officials believe that this step will allow stakeholders to examine the economic, operational, and regulatory implications of the charges without disrupting ongoing oil production activities.

Inter-Ministerial Committee to Review Policy Framework

To address the concerns raised by stakeholders, the government also announced the immediate establishment of an inter-ministerial committee. The committee will include representatives from both the aviation and petroleum sectors.

Its primary mandate will be to review the issues surrounding the helicopter landing charges, assess the operational realities within the oil industry, and recommend a balanced regulatory framework that accommodates the interests of all parties involved.

The committee is expected to work toward developing a sustainable solution that supports regulatory oversight while ensuring that aviation-related policies do not hinder critical operations within the petroleum sector.

Continued Collaboration Between Aviation and Petroleum Ministries

Both ministers reaffirmed their commitment to strengthening cooperation between their respective ministries. They emphasized that coordinated policymaking is necessary to maintain efficiency across strategic sectors that significantly contribute to Nigeria’s economic development.

The aviation and petroleum industries play vital roles in supporting national revenue generation, energy production, and international trade. As such, government officials stressed the importance of ensuring that regulatory policies remain practical, balanced, and supportive of operational stability.

By temporarily suspending the helicopter landing charges and initiating further consultations, the Federal Government aims to create a framework that promotes both regulatory compliance and operational sustainability within the aviation and oil industries.
