Trump underscored that the policy will also account for nonmonetary trade restrictions that hinder U.S. businesses from operating freely in certain markets. He noted, “We have the capability to accurately determine the financial impact of these nonmonetary trade barriers.”

Tariff Exemptions for U.S.-Based Production

In a move to incentivize domestic manufacturing, Trump clarified that companies producing goods within the United States will not be subject to these tariffs. “If you manufacture or build within the U.S., there are no tariffs,” he affirmed.

Trump highlighted that for years, the United States has faced unfair treatment in global trade agreements. He stated, “For too long, both allies and adversaries have taken advantage of our trade policies. This new system will restore fairness and prosperity to what was once an unbalanced trade framework.”

To ensure effective execution, Trump has directed key government officials, including the Secretary of State, Secretary of Commerce, Secretary of the Treasury, and the U.S. Trade Representative (USTR), to take immediate action. He asserted, “I have instructed my team to take all necessary steps to enforce reciprocity in U.S. trade practices.”
