Breakdown of the EU’s 2025 Humanitarian Budget
A statement released by the EU delegation in Abuja outlined how these funds will be allocated. The €510 million earmarked for Africa will target vulnerable populations across multiple regions, including:
- West and Central Africa
- The Sahel
- Lake Chad Basin
- North-West Nigeria
- Central Africa
- The Great Lakes Region
- Greater Horn of Africa
Beyond Africa, the EU is channeling €470 million to the Middle East and North Africa, with particular focus on addressing the crises in Gaza and Yemen.

As a global leader in humanitarian assistance, the EU remains steadfast in supporting those most in need. With over 300 million people projected to require humanitarian aid in 2025, the EU is prioritizing life-saving interventions through partnerships with:

- The Red Cross/Red Crescent organizations
- Local and international NGOs
Hadja Lahbib, the EU Commissioner for Equality, Preparedness, and Crisis Management, emphasized the importance of ensuring safe and unrestricted access to vulnerable populations. “Funding alone is insufficient; we must have access to those in need. - Ukraine and Moldova: €140 million for Ukraine’s ongoing humanitarian needs, with €8 million allocated for Moldova.
- Latin America and the Caribbean: €113 million to tackle crises in Venezuela, Haiti, and conflict-affected regions of Colombia, Mexico, and Ecuador.
- Asia and the Pacific: €182 million, focusing on the Myanmar crisis, its effects in Bangladesh, and the Afghanistan crisis.
- Southern Africa and Indian Ocean: €35 million, with an additional €5 million for the Southern Caucasus and Central Asia.
Emergency and Innovative Funding
The EU has reserved €295 million to respond to unforeseen emergencies and sudden crises globally. Furthermore, €110 million will be invested in innovative projects and policy initiatives aimed at improving humanitarian response capabilities.
